Some vehicle owners have reported that although they have already paid their traffic violation fines, their vehicles were still denied inspection because the penalty record had not yet been cleared from the system. So, what should vehicle owners do in this situation?

Regarding this issue, Lieutenant Colonel Nguyễn Hồng Long, Deputy Head of the Department of Propaganda, Investigation, and Handling of Traffic Accidents (under the Traffic Police Department – CSGT), stated that in such cases, vehicle owners can send their information to the email address: phonghdttksgtdb.csgt@gmail.com for guidance.

According to Lieutenant Colonel Long, this email account was created by the CSGT Department as a communication channel to exchange information with citizens and businesses, providing timely support in resolving administrative violations related to road traffic order and safety, while minimizing the need for multiple in-person visits.

“The CSGT Department has officers on duty 24/7 to receive and assist in resolving issues and difficulties during the process,” Lieutenant Colonel Long added.

Since its launch, the CSGT Department has directly responded to and supported hundreds of citizen inquiries regarding administrative violations, particularly those notified under the “cold fine” (i.e., automated traffic surveillance) method.

In addition, the official website of the CSGT Department — www.csgt.bocongan.gov.vn — publicly lists all traffic violations subject to “cold fines”. Citizens can access the site to search for violation records accurately and comprehensively.

At the same time, the police authorities have introduced a new method of notifying vehicle owners of violations through the VNeTraffic mobile application.

Lieutenant Colonel Long also advised that in cases of vehicle purchase or ownership transfer, individuals should check the vehicle status on the CSGT Department’s website to see if the vehicle is under any “cold fine” warnings. If a violation is found, they can contact the traffic police unit that detected it or the one located in their residential area to resolve the issue.

Since March 1, following the reorganization of district-level police operations, citizens receiving violation notifications can now visit the local CSGT office in their residential area, or the CSGT unit that detected the violation, or other designated locations announced by the CSGT office to handle “cold fines” and related administrative procedures.

For violations notified before March 1 that included instructions to visit the district police for resolution, citizens should now contact the relevant CSGT unit—either where they live or where the violation occurred—for assistance.
